Abstract

The Center for International Agricultural Finance (CIAF) was founded at Iowa State University in 1990 with the purpose of helping former Soviet Union and Eastern European countries develop a modern financial system and establish legal banking systems appropriate for the global economy. The initiative was led by Neil E. Harl, Distinguished Professor of Economics at Iowa State, who served as the Center’s first director. This collection contains information regarding the agricultural finance schools and programs sponsored by CIAF, including course materials, schedules, lists of participants, financial statements, photographs, correspondence, and cultural background information about individual participating countries.

 

Historical note

Iowa State University proposed the Center for International Agricultural Finance (CIAF) after a group of U.S. professionals visited Poland in 1990 and discovered a need for expertise in the development of modern financial systems in the former Soviet Union and Eastern European countries. Neil E. Harl, Distinguished Professor of Economics and a member of the delegation to Europe, proposed that the annual Banking and Credit School offered by the University and usually reserved for Iowa bankers be opened up to delegates from Eastern European countries. Further discussion between Harl and members of the University faculty and administration settled on a new program specifically designed for people from the former Soviet Union.

The first School of Agricultural Banking, Credit, and Finance was organized and held in July of 1990 at Iowa State University. The three-week course included delegates from the countries of Bulgaria, Hungary, Poland, and Yugoslavia. Following from the success of the first school, the Iowa Board of Regents approved CIAF in December of 1990 with the purpose of helping former Soviet Union and Eastern European countries develop a modern financial system and establish legal banking systems appropriate for the global economy. Neil E. Harl became Director (1990-2004).

In May of 1991, 17 participants from the Soviet Union were enrolled in the banking school held at Iowa State University. The coursework, which was translated into Russian, covered issues of finance, bank management, loans, commercial law, private property, bankruptcy, international trade, farm management, and basic economic topics. The first school held abroad was in Riga, Latvia, in October 1991.

During the next decade, CIAF was involved in helping educate financial leaders in such countries as Estonia, Lithuania, Albania, Czech Republic, Poland, Romania, Ukraine, and Russia, with the ultimate goal being to encourage the establishment of stable banking systems. The center expanded its outreach to include the countries of Argentina, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Brazil, Bulgaria, China, Croatia, Egypt, Georgia, Ghana, Hungary, Indonesia, Ivory Coast, Kazakhstan, Kyrgyzstan, Namibia, Nigeria, Pakistan, Serbia, Slovakia, Tajikistan, Thailand, Turkmenistan, South Africa, Uganda, Uzbekistan, Venezuela, and Vietnam.

 

Collection description

This collection (1990-2003, undated) contains information from the Center for International Agricultural Finance regarding the schools and other educational programs it sponsored. The records include course materials, schedules, lists of participants, financial statements, photographs, correspondence, historical information, and cultural background information about particular countries served. The files span the years when Neil E. Harl served as director and document many of his contributions to the program and his work with Eastern European countries.
