Historical note

The Newspaper Study Committee was formed as part of the settlement agreement between Partnership Press and the Iowa State Board of Regents. The legal action was based on the Iowa Code Chapter 23A and related to activities of Iowa State University (ISU) and its university newspaper, The Iowa State Daily.

The Newspaper Study Committee was formed to review generally the educational mission of the university newspaper at ISU and to review specifically ISU's affiliation with The Iowa State Daily and its role as an educational laboratory. The study committee was charged with making a written report and non-binding recommendations to ISU President Martin Jischke regarding matters which shall include, but may not be limited to the educational mission of the student newspaper; the role of students, faculty, and paid, non-student employees at the newspaper; the governance of the newspaper in a manner that insures editorial independence; use of ISU funds and facilities; compliance with the letter and spirit of open government statutes; compliance with the letter and spirit of the statutes and rules governing competition with private enterprise; and matters affecting relationships among the university newspaper, the University, the journalism department, and independent community publications.

A slate of members to serve on the study committee was prepared jointly by Gary Gerlach of Partnership Press and Warren Madden of Iowa State University. The slate was then forwarded to Dr. Jischke to approve and appoint the committee members. The committee met for the first time in January 1999. The committee filed their written report September 1999.
