Historical note

The Urban Street and Highway Research Development Association (USHRA) was formed in 1961. One of its main goals was to work for the adoption of the "Fair Fifteen," a proposal for the allocation of fifteen percent of the Iowa Road Use Tax Fund to cities and urban areas. Members of the association believed it was unfair that even though people living in urban areas contributed a major portion of the contributions to the tax fund, urban areas did not receive a fair percentage of the funds.

 

Collection description

This collection (1959-1962, n.d.) includes articles of incorporation, expenditures, presentations, speeches and talks, press releases, newspaper clippings, correspondence and files from the Highway Study Committee. The Iowa Highway Study Committee files include a presentation to the Iowa Highway Study Committee by USHRA recommending the allocation of fifteen percent of the Road Use Tax Fund (RUTF) to urban areas, excerpts from the Study Committee Report, an explanation of a Formula for Distribution for the RUTF among cities and towns, the distribution of RUTF, legislative highlights of the RUTF issue, and a comparative table of the total road use tax for all counties. Correspondence concerns RUTF allocation and the fight for the "Fair Fifteen." Correspondents include Lawrence A. (Pat) Touchae, Park Rinard and others.
