The Iowa Tax Reform Action Coalition (ITRAC) was incorporated in 1978. Article II of its constitution states: "The corporation is organized exclusively for political purposes to seek a just and fair tax system in Iowa that is productive and based on the ability to pay." In a position paper written in 1978, the Coalition stated that it did not call for higher overall taxes but did believe "in changing the distribution of taxes in order to achieve greater equity." The present tax system, the statement continued, "has been regressive long enough." The ITRAC was also strongly opposed to the proposed state constitutional amendment that would limit revenues from taxes to grow at only nine-tenths of the rate of total personal income in the state. |
