Biographical note

Ralph Farnham McCartney was born December 11, 1924 in Charles City, Iowa; his parents were Ralph C. and Helen (Farnham) McCartney. After graduating from Charles City High School (1942) he served in the U.S. Army, 89th Division (1943-1945). He studied at Iowa State College (University) and Cornell University before studying law at the University of Michigan. He received the J.D. (1950) from the University of Michigan Law School.

He was a member (1950-1952) of the law firm Heuber and Miller in Des Moines and returned to Charles City in 1952 as a partner (1952-1978) in the Frye and McCartney law firm.

McCartney represented Floyd County in the Iowa House of Representatives during the 62nd and 63rd General Assemblies (1967-1970) and served as House Majority Leader during his second term. He subsequently served as a member (1970-1972) of the Iowa Board of Regents prior to serving in the Iowa Senate during the 65th General Assembly (1973-1974). In 1978 he was appointed District Court Judge (1978-1992) and served as chief judge for the Second Judicial District of Iowa (1987-1992). McCartney was named a senior judge for the Iowa Court of Appeals in 1992.

In 1995 he received the Award of Merit from the Iowa Judges Association. His professional memberships included the Iowa Judges Association, Twelfth Judicial District Bar Association, American Judicature Society, and the Iowa State Bar Association. He served on the Judicial Coordinating Committee of the Iowa Supreme Court and was the chair of the Supreme Court Advisory Committee on Administration of Clerks.

He was also a member of numerous local organizations including St. Charles Masonic Lodge #141 and Consistory, Floyd County Historical Society, Veterans of Foreign Wars, and the American Legion. He served on several boards of directors, including the Charles City YMCA and the Salvation Army. He was past president of the Charles City Lions Club, Honorary Colonel for the inauguration of Iowa Governor Robert Ray in 1971, and the Iowa director for President Gerald Ford's election campaign in 1976.

Ralph McCartney married Rhoda Mae Huxsol on June 25, 1950. They had two sons and a daughter. Ralph McCartney died March 10, 2007 in Charles City, Iowa.

The collection includes campaign records and material from his time in the Iowa House and Senate and as chief judge for the Second Judicial District of Iowa (1987-1992).
