Historical note

The Citizens Against River Pollution (CARP) was a grassroots group formed in 1988 to address concerns regarding the pollution of the Iowa and Cedar rivers in southeastern Iowa by the Columbus Junction hog slaughtering plant run by Iowa Beef Processors (IBP). The group was lead by Conesville, Iowa community member Butch Bennett and had over three hundred members. CARP members voiced their concerns to Iowa senators and representatives while filing a lawsuit against the Iowa Department of Natural Resources (DNR) for violating its own rules by allowing IBP to discharge waste water into the Cedar River.

 

Collection description

The collection (1987-1991, n.d.) contains correspondence, legal papers, and news clippings. The majority of the correspondence is with elected officials, but also includes personal and administrative correspondence. The legal papers contain CARP's lawsuit against Iowa Beef Processors (IBP), IBP's appeal to the Environmental Protection Commission, and a proposed amendment to IBP's National Discharge Elimination System (NPDES) Permit. The news clippings detail CARP's concerns regarding the pollution of Iowa's rivers by IBP, the DNR's apathy, and the legal actions taken against IBP.
