Abstract

William Harbor (Republican) served as a representative from Mills County in the Iowa House (1955-1957, 1967-1973, 1977-1993) and as a Senator from Mills-Montgomery Counties (1956-1960). In 1967, Harbor returned to the Iowa House and served as Speaker (1969-1971). Harbor also was Chief Clerk of the House (1973-1974). Floyd H. Millen (Republican) served as a Representative in the Iowa House (1963-1981). The collection (1956-2010, undated) contains correspondence, subject files, newsletters, reports, bills, minutes, speeches, resolutions, press releases, invitations, publications, news clippings and calendars. The bulk of the collection contains correspondence and subject files related to Harbor's time in the Iowa Legislature during the years 1964-1981.

Biographical note

William H. Harbor was born on October 28, 1920 in Henderson, Iowa to Ora L. and Pearl Harbor. He received his primary education in the Henderson Consolidated Schools and graduated in 1938. After graduation, Harbor spent the next year helping the family with their agricultural business. Harbor received his B.A. (1943) from the University of Iowa in political science, and then served as a Naval lieutenant on the U.S.S. Cetus in the Pacific Theater. Harbor taught school in Afton, Iowa for one year before accepting position as grain elevator manager H. A. Paul and Paul Phillips. Harbor purchased this business (1954) and changed the name to Harbor Feed & Grain Company. He continued in the grain elevator business for forty-three years until he sold the company in 1991.

Harbor was elected to the Iowa House (1954) as Representative from Mills County and then served as Senator in the Iowa Senate from Mills-Montgomery Counties (1956 -1960). Harbor returned to the Iowa House (1967) and continued as Senator for twenty years (1967-1973, 1977-1993). He was House Speaker (1969-1971) and House Speaker Pro-tempore (1979). Harbor became Chief Clerk of the House in 1973 and served through 1974, and then continued to serve as a Representative in the House (1977-1993).

Harbor maintained close ties with the Henderson, Iowa community and was a member of numerous civic groups and organizations including the Masonic Lodge, Elks, and Iowans for Right to Work. He was also the Commander of the American Legion 530 and the Mills County Commander. Harbor also was Henderson city councilman (1950-1954, 1964-1966) and Henderson city mayor (1976).

Harbor passed away July 30, 2010.

Floyd H. Millen was born on May 17, 1919 in Watertown, South Dakota to H.E. and Pearle (Wright) Millen. He graduated from Farmington High School in 1937, then attended Iowa State University and the Nevada School of Mines and later went on to become a military engineer during World War II in the Philippines. He owned a limestone and gravel company in Farmington for a number of years before retiring.

In addition to serving as a representative for the state of Iowa from 1963-1981, Millen was a member of many committees and boards throughout his career. He was the president and director of the Farmington Independent School District for 13 years, the director of the National Limestone Institute in Washington, D.C., as well as the past president and director of the Iowa Limestone Producer's Association. He has also been a member of many community and social organizations such as the Society of American Military Engineers, Shrine, Consistory, Elks, American Legion, and the Izaak Walton League.

Collection description

The collection (1956-2010, undated) contains correspondence, subject files, newsletters, reports, bills, minutes, speeches, resolutions, press releases, invitations, publications, research materials, news clippings and calendars. The collection contains material from Harbor and Millen's time in the Iowa Legislature. The bulk of the collection contains Harbor's materials. Most of the materials from Millen are correspondence and subject files. The subject files contain primarily publications, but occasionally also include correspondence or commentary by Harbor or Millen related to the subject.

Although Harbor served off and on as a state official (1954-1974), the collection includes only material from 1964 and later. This material includes correspondence, research materials, and newspaper clippings concerning Harbor's tenure as the Speaker of the Iowa House of Representatives. As with other legislative collections, the correspondence is arranged topically rather than chronologically and serves as a source for Harbor's views on the issues. The newspaper clippings include material sent to Harbor by his constituency, his colleagues, or saved by staff.
