Historical note

The Citizens United for Responsible Energy (CURE) was incorporated in 1973 as an Iowa nonprofit corporation for political action. As stated in its articles of incorporation, the purpose of CURE was "to support a national moratorium for nuclear energy, to support the conservational and efficient use of energy, to seek funding for unconventional energy sources, to enact legislation which will promote safe, clean, and renewable energy and to work for responsible energy decisions which will meet immediate needs and consider long-range consequences." CURE was based in Des Moines, Iowa and governed by a Steering Committee and a Board of Directors, which was open to representation from all Iowa Congressional districts.

One of the main concerns of CURE, from its start in the 1970s, was to discourage and end the building and use of nuclear reactors for energy. One of these efforts included CURE's fight to prevent the Iowa Power and Light Company from building a nuclear plant in central Iowa. In 1977 the Iowa Power and Light Company put its plans to build the nuclear power plant on hold until the rules and legislation governing nuclear plants became more understandable. The group also asked citizens to support (Senate File) SF 1123 which called for a five year moratorium on nuclear development in Iowa in order to provide time to further investigate the health and safety concerns related to the production and use of nuclear power.

CURE also encouraged the use and research of alternative energy sources and the more efficient use of energy. Formed during the energy crisis of the 1970s, CURE worked to educate citizens on nuclear and alternative energy sources through workshops, presentations, and appearances on radio and television. The group endorsed related legislation and lobbied both the United States Congress and the Iowa legislature concerning nuclear energy, transportation, energy conservation and alternative energy sources. They also worked to secure funding for research on alternative energy sources and started a foundation called the Energy Research and Information Foundation.

The Energy and Self-Reliance Center was a non-profit organization whose purpose was to research and investigate self-reliance possibilities for communities, and educate the public on self-reliance practices. It was sponsored by three Des Moines energy and self-reliance education groups, including CURE. Some of its services included an energy and self-reliance library, product information, energy audits, and workshops and classes. In 1985 the Iowa Center for Local Self-Reliance changed its name to the Energy and Self-Reliance Center. The Energy and Self-Reliance Center was formed in 1977 and dissolved in 1995.

CURE's certificate of incorporation was cancelled on November 20, 1992.

Collection description

The collection (1955-1994, n.d.) contains articles of incorporation and by-laws, minutes, speeches, correspondence, memoranda, bulletins, newsletters, printed matter, news clippings, photographs, reports, petitions, legal documents, and financial records. Files are grouped according to their subject matter, including administrative records, conservation, Energy and Self-Reliance Center, environment, information sources, Iowa, legislation, non-nuclear energy, nuclear energy, organizations, petitions, safety, speeches, water quality, and workshops and education. Most of the collection covers CURE's activities as well as energy issues, legislation and activities in Iowa, but also includes national concerns and actions.

A variety of the subject areas cover the nuclear power issue including the petitions, nuclear energy, safety, and legislation. The files include CURE's efforts to prevent the Iowa Power and Light Company from building a nuclear facility in central Iowa. These files include legal documents, information on the dangers and safety issues related to nuclear plants, petitions, and correspondence.

The non-nuclear energy files contain information on using alternative energy and activities and examples of using alternative energy sources in Iowa and the nation. Most of the files on alternative energy sources are on solar power, but also include earth-sheltered and underground housing, efficient use of energy and biomass, hydrogen and wind energy. The information sources include news clippings, newsletters and informational materials such as brochures and pamphlets printed by both CURE and other organizations. Correspondence includes letters to and between members, position statements to legislators and government agencies, and correspondence with legislators and government agencies. News clippings include articles about CURE activities and energy related issues in Iowa and the United States.

Since CURE worked very closely with the Energy and Self-Reliance Center, there are many documents related to this organization throughout the collection. The Energy and Self-Reliance Center published a bi-monthly newsletter, entitled Currents, which contained summaries of legislation, recent breakthroughs in energy related research, upcoming workshops, energy conservation related events and activities, tips and suggestions for energy conservation, and a calendar of events.

The Iowa State University Special Collections Department holds a variety of collections on nuclear and alternative energy issues including the Energy Extension Services (EES) Series (RS 16/4/0/5), Iowa Energy Center Records (RS 6/9), Office of Biorenewables Program Records (RS 6/1/6), Center for Sustainable Environmental Technologies Records (RS 18/13), Vera David Papers (MS 654), and Wind Energy Symposium Records (RS 0/4/5).
