Abstract

In 1906, the Iowa General Assembly appropriated funds to establish a Department of Extension at Iowa State College (University). The Expanded Food and Nutrition Education Program (EFNEP) was funded by the U.S. Congress through the United States Department of Agriculture as an outreach program for low-income Americans. The EFNEP began in Iowa in 1969 with twelve different sites managed by twelve Extension home economists, employing more than sixty family food aides to work with low-income homemakers to change their families' eating habits. The collection contains correspondence, manuals and handbooks, work and evaluation plans, directories, photographs, slides, publications, reports, and statistics. The materials document the program's administration and its 10-, 15-, and 20-year anniversary celebrations.

 

Historical note

In 1906, the Iowa General Assembly appropriated funds to establish a Department of Extension at Iowa State College (University). Extension work in Iowa began earlier through the pioneering efforts of several people, including Mary B. Welch, James Wilson, and Perry Holden. Holden was appointed the first superintendent of Extension at Iowa State from 1906 to 1912. He focused on three branches of Extension work: demonstration farms, short courses, and education trains. In 1914, the U.S. Congress passed the Smith-Lever Act, creating a nationwide system of cooperative extension services that provide outreach activities through land-grand universities. The Act brought together funding at the national, state, and county levels to support the work of these cooperative extension services, and the program was administered through the United States Department of Agriculture. At ISU, the Department of Extension became Cooperative Extension Service in Agriculture and Home Economics. In 1966, University Extension was established by merging the short courses service group, farm demonstrations service group, engineering extension service group, and Center for Industrial Research and Service (CIRAS, established in 1962). In 2006, University Extension became Extension and Outreach.

In 1968, the United States Department of Agriculture received $10 million from Congress to create the Expanded Food and Nutrition Education Program (EFNEP) as an outreach program for low income Americans. Iowa initiated EFNEP in 1969 with twelve different home economists overseeing twelve different sites in rural and urban areas. By the end of the first year, the program employed more than sixty family food aides. The program relied on the latest findings in nutrition research and worked with homemakers to change families' eating habits. The program targeted both urban adults and youth, working with 4-H to develop nutrition education.
